Boss Biggis is an overweight man responsible for kidnapping the homeless people of Gotham city. In The Forgotten, he run a concentration camp where the homeless were slaved and forced to do extremely hard work in infrahuman conditions. That was until he incidentally kidnaps a disguised undercover Batman, who with the aid of Alfred, managed to defeat the fat man and his enforcers, free the homeless slaves. After that point his fate remains unknown.
