• Aubrey James, around the time of Thomas and Martha Wayne's murder.
• Hamilton Hill
• Lieberman
• Armand Krol, appeared first around the Knightfall events and dies in Batman: Contagion
• Marion Grange, takes over in Batman: Contagion and dies in No Man's Land
• Daniel Danforth Dickerson III, takes over after No Man's Land and dies at the hands of the Joker ^{[citation needed]}
• David Hull, takes over after Dickerson's death and his term is now over as the new mayor is revealed to be a woman.

• Harvey Dent - Aids Batman when he is starting during Year One, one of the few clean public functionaries until he becomes Two-face.
• Janice Porter - Appointed after Dent, who eventually killed her as Two-face. They have an affair during Dent's period.

• Rupert Thorne - Former Council Chairman intil he disappears.

• Reffort and Norton - Corrupt judges on the Falcones' payroll, they both led mobster Jefferson Skeevers go free.
