Gotham City Police Department is a fictional group of characters from the DC Comics Batman titles. With the appearances of Police Commissioner James Gordon and Chief O'Hara in the golden and silver age comics, the Department has always been present in the Batman mythos; however, it is not until the addition of popular characters like Detectives Harvey Bullock, Renee Montoya, Sarah Essen, Maggie Sawyer, Mackenzie "Hardback" Bock and Crispus Allen that the Department becomes popular and notorious on its own. In the late 1990s Batman - GCPD - Gotham City Police Department the first miniseries about them is published and then in the mid 2000s DC Comics created Gotham Central, a title exclusively about the Gotham City cops from the Major Crimes Unit.

In the mid 1980s the Police Department is portrayed at the begining of Batman's career as heavily corrupted under the Italian mafia influence in Frank Miller's Batman: Year One. Characters like the then Commissioner Gillian B. Loeb or detective Arnold Flass and even the mayor of Gotham City were in the mafiosi leader Carmine Falcone's pocket, but as Gordon goes from Seargent to Commissioner he takes a weave of clean cops up along with him.

Note: The following are either deceased or have been dismissed from the Gotham City Police Department.

  • Gillian B. Loeb - Corrupt commissioner in Year One, dismissed and later murdered by the Hangman.
  • Peter Grogan - Corrupt commissioner after Loeb and before Gordon, dismissed.
  • Peter Pauling - Another corrupt commissioner who briefly replaced Gordon at request of mayor Hamilton Hill. Both of them on Rupert Thorne's payroll.
  • Andy Howe - Briefly served as police commissioner after Mayor Krol fired Gordon.
  • Michael Akins - Succeeded Gordon as commissioner, left GCPD during the one year gap under unknown circumstances.
  • Clancy O'Hara - Police Chief before and after Gordon became Commissioner. He is in chage of the day-to-day operations until he becomes the first victim of the Hangman at the start of Batman: Dark Victory.
  • David King - Police Captain, former ally of Gordon, killed during Year Three.
  • Stan Kitch - Former lieutenant, now a defense attorney.
  • Clarence Foley - Opposed Jim Gordon, killed by Billy Pettit during No Man's Land.
  • Roger DeCarlo - Corrupt officer. Killed by Poison Ivy after accidentally murdering one of her orphans and attempting to cover it up.
  • Andrew "Andy" Kelly - Officer, partnered with Don Peak. Transformed into a monster by Doctor Alchemy and killed in self-defense by Peak.
  • Jordan Rich - Corrupt officer, shot Jim Gordon. Killed indirectly by Harvey Bullock in retaliation.
  • Detective Mark O'Connor - A gifted marksman and firearms instructor at the police academy for may years. One of the members of Gordon's Special Police Task Force untill he is killed by the Hangman.
  • Detective Laureen Wilcox - A GCPD newcomer on the Falcones' payroll in Batman: Dark Victory until she is killed by the Hangman.

The division that handles murders and some of the more serious non-metahuman crimes in Gotham. This is the division Gordon was a part of before becoming commissioner. Former private investigator Jason Bard is now working on homicide cases for this division.

Led by Capt. Maggie Sawyer, the MCU deals with the most serious crimes, often involving supervillains or politically sensitive cases. This division is the focus of the comic book series Gotham Central.

  • Billy Pettit - Head of SWAT team before No Man's Land, he becomes insane during the saga and is eventually killed by the Joker towards the end of it.

  • Detective Jesse Reese - Was played by Shemar Moore. The only honest cop in New Gotham who can help the Birds of Prey.
The Batman (TV series started in 2004)
  • Chief Angel Rojas — He is almost obsessed with bringing down Batman until a recently appointed Police Commissioner James Gordon orders him to stop. Edward James Olmos and Jesse Corti provide his voice for this show.
  • Detective Ellen Yin — She first follows Chief Rojas instructions until she becomes an ally of Batman. She is losely based on Commissioner Ellen Yindell. Ming-Na provides her voice in this show.
  • Detective Ethan Bennett — He is a childhood friend of Bruce Wayne's and avoids to follow Rojas' instructions against Batman. Due to a chemical created by the Joker, he becomes the main Clayface for this series. Steve Harris provides his voice.
