Jolly Roger (a. k. a. Thomas Wexley) is a pirate themed supervillain of the DC Comics universe, enemy of Batman. He first appeared in Millionaire Island a story published in Detective Comics #202 in December 1953 drawn by Sheldon Moldoff.

Thomas Wexley was a hotel manager who runs a smuggling ring out of a old pirate cave.

A version of the character also appeared in the third series of Batman & Robin newspapper comic strips.
