The Batman has characterized itself so far by putting original twists in the histories and personalities of the villains, from a rich gone poor Penguin, to a teenager Poison Ivy, a TV pop-psychologist Harley Quinn, a loser Killer Moth, a morbidly fat Cluemaster, a Bayou Killer Croc or a Cuban Scarface. Putting the in-universe of this series in a distant place from the comics and specially from its counterpart of the DC animated universe.
Just like in the early comics of the Batman, the most recurring viallains are the Joker, the Penguin and then Catwoman and Professor Hugo Strange. However, other villains deeply tied to the Batman mythos like the Scarecrow, Ra's Al Ghul, Two-face, the Mad Hatter and are notably absent. The first two due to copyright holding issues with the Batman Begins movie franchise (the Scarecrow was actually scheduled to appear in the fourth season, but the producers didn't get the rights).
In the series most of the villains gallery act more spontaneous and chaotic than they do in the comics and are characterized by their over the top bizarre plans and methods. The first three seasons most of their modus operandis consisted in popping up causing chaos in Gotham City with new powers or weapons and defeating Batman, who would then figure out a method against them and consequentially, apprehended them. Clayface is the exception in that sense. Since his first appearance he is an emotionally charged character with friendship ties to Batman, Bruce Wayne and the people of Gotham City, that put him in constant conflict. Hugo Starange, on the other hand, plays on a different level, being responsible for several apparently negligence accidents that put the city in danger.
The series achieved yet another brilliant spin on the portrayal of Maxie Zeus outside comics by turning the crazy character into Maximillian Zeus, a successful multibillionaire that takes the city hostage after losing the elections for mayor. A similar thing was done with Black Mask, who in this version has a highly sophisticated and efficient organization (which is a reflection of himself) backing him up.
The original villains start appearing towards the end of the third season. Cosmo Krank, a former toy industrialist, is a modern version of Superman's rogue the Toyman, Temblor is a mercenary with earth moving technology and D.A.V.E. is a program with the personality of all the enemies of Batman gone rogue. However the fourth season provided villains with more layers, such as the mysterious Everywhere Man, the guilt carrying Rumor or Francis Gray a common man who gain a terrible power by taking the wrong choices in life.
