The Interregator a. k. a. Josiah Wormwood is a fictional enemy of Batman, created for Batman: The Animated Series, played by Bud Cort. His modus operandy is similar to those of the Riddler and Cluemaster, giving his victims clues to lead them where he wants.
The difference is that while the Riddler's clues are addressed to Batman and the authorities and lead to the crime scene of his future crimes, the Interregator's clues are addreses to victims he is extorting and lead to death traps he uses to get information out of them. Destpite both having similar methods and cold personalities with sadistic tendencies, Wormwood is an extortioner for hire who benefits from obtaining information or specific items for his clients.
He is so similar to the Riddler, that in the Spanish tranlation of the series, he is also renamed El Acertijo (The Riddler in Spanish) by mistake, leading viewers to believe they are two versions of the same character.

In The Cape and Cowl Conspiracy, the Interrogator is hired as an agent of the Quirian Emirates to steal $750,000 in bonds raised by the International Relief Consortium for eastern European refugees. He sends McWhirter, the diplomatic couruer, a letter with riddles leading him in into a sand trap he placed at a mini golf, where he tortures him intil he gives up the bonds, which Wormwood stores in a Pan-Europa Airways locker.
In order to get this information Batman disguises as the Baron Waclaw Jozek, an international con man and close asociate of Wormwood, and hires him to get his (Batman's) cape and cowl, when he ask what does the Baron wants the items for, he replieds by asking about the bonds. The Interrogator tries to set a couple of death traps until he gets the items out of Batman, whose life he spares, since it is not his task to hill him. When he takes the items to his contractor, anxious what does he wants the cape and cowl for, he agrees to tell him about the bonds, their location and his previous contractors first. When the Interrogator asks about the cape and cowl again, the Baron replies "to wear them", revealing he is Batman all along. Batman fights Wormwood and finally gets the Pan-Europa Airways locker key, apprehends and delivers him to the police along with a record of their revealing conversation.

Image:STAS-.gifEven his physical appearance is remarcably similar to the Riddler, the hair color, the nose shape the chin, etc. His hair line and comb is closer to the Riddler's appearance in the comic books than the Riddler in the series.
