The Penguin, the DC Comics character, enemy of Batman, appeared in Batman television series of the 1960s and the spin-off movie, played by Burgess Meredith in the Batman. The impersonation proved so popular he became the most recurring villain.
As the contemporary characterization of the character in comics and the overall tone of the character, Burgess' portrayal is as campy as the series itself, but his performance proves so popular, he became the most recurring enemy of the series. About his succes, he recalls: "It was a very fashionable thing to be the Penguin at the time and to be on that program. Lots of stars played on it...I was just one of the many and I didn't think [my role] was going to continue, except that they found such a reaction to it that they went ahead and made a couple of feature films about it."
Meredith defined the signature laugh of the Penguin as part of his performance, which mimics the squawk of a penguin. According to the actor, it is actually a cough: "I wasn't smoking at the time [he had already quit smoking in real life], and still, I had to have that cigarette in my mouth all the time. The character of the Penguin had it. It would irritate my throat-we weren't on a big budget in those days, so instead of stopping to clear my throat I just incorporated it into the character when I was coughing. When I didn't think I was funny I'd just cough."[citation needed]
A notable scene involves Penguin having Batman and Robin dangled over a pit of acid while he runs to "get help" as both a ploy to remove his enemies and gain some positive press as a good Samaritan
