Someone's framing Harvey Bullock when a witness disappears and it's up to Batman to figure out who.

Unlike later episodes, Killer Croc appears to be more of a cunning strategist, taking his revenge on Bullock in slow steady ways, wherein future episodes he's displayed more as a brute with average to dim intelligence.
